Se revocó el auto dictado el 5 de Junio de 2003 por esta Corte y en su lugar admitir la demanda de inconstitucionalidad formulada contra el Art. 51 (parcial) de la Ley 769 de 2002, “por la cual se expide el Código Nacional de Tránsito Terrestre y se dictan otras disposiciones”.
La Corte consideró que los dos cargos formulados por violación del principio de buena fe consagrado en el Art. 83 de la Constitución sí son pertinentes y ciertos.
